Is it bad to get a tattoo when youre sick ?

A small cold or any bug really won't affect it much, but if you don't take care of it right the infection will be worse. When you're sick your immune system is weaker, so there's an increased possibility of it getting infected. If it's just minor though I'd say go for it, just take care of it right.
