Are NFL busts just unlucky?

If you think about it almost every bust QB went to a team that had nothing and expected some guy to be their savior. Guys like Joey Harrington and David Carr were thrown at the wolves and had almost NO help. At least star qb's like Peyton Brady and brees went to places where help was either available or on it's way.
