Could Andrew Luck end up like Jake Locker?

A lot of people predicted that Locker would be a #1 pick or Top 5 pick for the 2010 NFL Draft. Then he decides to return to school, doesn't have a very impressive season, and was still a first round pick (which I thought was a debatable selection) but he wasn't #1. Now a lot of people predicted Luck would be the #1 pick but he decided to stay at school. Will his draft stock drop like Locker's or will it improve?
