Why won't they just put Ray Lewis into the HOF now?

Everybody know hes going in eventually. The voters know he is, the board knows he is, everyone on the steelers knows he is, the NFL board know he is, Roger Goodell knows he is, The NFLPA knows he is. So why dont they just stop the waiting and put him in now.
