Im so confused bout this anyways my sister claims that her daughter that is 1 hit her son that is 4 withteapot?

I don't believe it cause I have witnessed my own siser hitting her child and she denies it by saying it was her one year old daughter. Cps isn't helpin me so I need answers what to do.
